Tripartite Foundation

The Tripartite Foundation for Employment Training, part of the State Public Sector, is one of the bodies that comprise the organizational and institutional participation structure of the vocational training subsystem for employment. It is tripartite in nature, and its board of trustees is made up of the Public Administration and the most representative business and trade union organizations.

Their responsibilities are carried out within the framework of Royal Decree 395/2007 of March 23, which regulates the vocational training subsystem for employment. In summary, they are:

  • Collaborate and provide technical assistance to the State Public Employment Service.
  • Contribute to the promotion and dissemination of vocational training for employment among companies and workers.
  • Provide technical support to public administrations and business and trade union organizations present in the system’s participation bodies.


The resources that finance the vocational training subsystem for employment come from the collection of the vocational training fee provided by Social Security, aid from the European Social Fund, and specific contributions established in the budget of the State Public Employment Service.

The European Social Fund participates in the co-financing of training initiatives through the Multiregional Operational Programme Adaptability and Employment, in accordance with the actions planned therein aimed at promoting entrepreneurship and improving the adaptability of workers, companies and employers, in the 2013-2019 programming period.
